SYLVANIA TOWNSHIP TRUSTEES
REGULAR MEETING
March 2, 2010
Carol Contrada called the Regular Meeting of March 2, 2010 of the Sylvania Township Trustees to order at 4:00 p.m.
Roll call was answered by Carol Contrada, Kevin Haddad, John Jennewine and Fiscal Officer Dave Simko.
Pledge of Allegiance
Minutes of special meeting of February 11, 2010 and regular meeting of February 16, 2010 were approved.
Ms. Contrada introduced Mr. Richard Spoor, Bond counsel with Keating, Muething, Klekamp PLL. Mr. Spoor was present to explain Resolution #10-325. That Resolution authorized the issuance and sale of not to exceed $8,500,000 General Obligation (Limited Tax) Various Purpose Improvement Bonds. These Bonds were to pay off notes that the Township had issued regarding building and improving the Township fire stations and purchasing of new fire apparatus.

Ms. Contrada moved, seconded by Mr. Haddad, the adoption of the Resolution.
Discussion followed.
Mr. Jennewine and Mr. Haddad questioned the timing of this Resolution. They stated that they had only seen the Resolution verbiage and multiple accompanying documents shortly before the meeting and questioned Mr. Spoor and staff regarding such short notice to the Board. After explanations were offered, it was determined to table this resolution until the end of the meeting to allow Mr. Jennewine and Mr. Haddad to review this Resolution.

Discuss Funding Requests
The Trustees discussed funding requests that have been presented to the Board as well as the Fourth of July Fireworks display costs.

Moved by Mr. Haddad, seconded by Ms. Contrada, to approve annual membership fee to Sylvania Sister City Commission ($100.00). Mr. Simko called roll:

Moved by Mr. Haddad, seconded by Ms. Contrada, to Contribute $3,000.00 to S.C.A.T. (Sylvania Community Action Team).
Mr. Haddad stated that SCAT does a lot of good in the community. Ms. Contrada said it is important to show support to local groups as it assists these groups in getting grants and other financial help. Mr. Simko called roll:

Moved by Ms. Contrada, seconded by Mr. Haddad, to contribute $10,000.00 to Sylvania Area Family Services (S.A.F.S.). Ms. Contrada stated that SAFS is a “home grown” entity and the Township is a founding member. She noted that that the economic times are tough and that S.A.F.S. focuses its resources on the Sylvania area.
Mr. Jennewine stated that he is not opposed to any of the organizations that have requested funds, but the citizen’s tax dollars should not be used in this way. Mr. Simko called roll:

Ms. Contrada moved to contribute $5,000.00 to the Sylvania Arts Commission.

Moved by Carol Contrada, seconded by Kevin Haddad, to Renew Support of Lucas Soil and Water Conservation District for 2010 at a cost of $2500.00. Mr. DeWitt recommends a positive vote, stating that the township gets a lot of service for this small contribution.

Public Works:

Police Department: no report.
Fire Department:
The Chief stated that there will be training in:
1.) EMS relating to infants
2.) Hazardous Materials
3.) Ladder Trucks
Ms. Contrada noted that the City of Sylvania would like the Chief to attend, monthly, the City of Sylvania Safety Committee meetings.
Ms. Contrada noted that the City of Sylvania plans to reactivate the Ad Hoc Committee to review Station #1 locations. Ms. Contrada agreed to be our representative.
Administrator:
Mr. Thomas reported fire station construction is going well.
A walk through for the Trustees is being planned for later this month.

Penny Levine: Asked if the Trustees had budgeted for Ten Mile Creek cleaning for 2010. Mr. Thomas reported no.

Moved by Ms. Contrada, seconded by Mr. Haddad, to go into executive session at 5:10 p.m. for the following purpose(s): to consider the purchase of property for public purposes or for the sale of property at competitive bidding, as authorized by Ohio Revised Code 121.22 (G)(2); and to consider the appointment, employment, dismissal, discipline, promotion, demotion, or compensation of a public employee or official or the investigation of charges or complaints against a public employee or official, as authorized by Ohio Revised Code 121.22 (G) (1).

Ms. Contrada made a motion to adjourn the Regular Meeting of March 2, 2010 at 7:05 p.m. with the statement that the adoption of all resolutions or motions were made in an open meeting of this Board and action by this Board or by any of its committees that resulted in such formal actions were in meetings open to the public in compliance with all legal requirements including Section 121.22 of the Ohio Revised Code. Mr. Jennewine seconded. Mr. Simko called roll.
